Your presence among us is no mere formality. It is a true encounter between an ancient institution, rooted in this land and open in heart to all, and one of the foremost parliamentary bodies of Europe, devoted to human dignity, democracy, the rule of law, and the patient practice of dialogue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We recall with warm gratitude the privilege extended to us in January of last year, when we were honoured to stand once more at its rostrum in Strasbourg \u2014 as we had first addressed that body in 2007. We remain sincerely grateful for that opportunity, and through you we thank the Assembly for its readiness to hear the voice of religious communities in the service of peace and of the human person. We acknowledge as well, with genuine esteem, the leadership Mr Roussopoulos brought to it throughout his term \u2014 a stewardship marked by balance, patience, and the ability to draw differing voices into honest and respectful conversation. Such qualities did honour both to his homeland of Greece and to the wider European calling: to unite conviction with moderation, and identity with the common good.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Assembly that you serve holds a singular place in the conscience of Europe. There, national experience meets shared responsibility; the concerns of peoples are heard across frontiers; and the defence of fundamental rights is treated not as an abstraction, but as a daily obligation toward every person. In an age shadowed by war, displacement, and mistrust, such deliberation is not a luxury. It is a necessity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We are moved, in particular, to find the parliamentarians of T\u00fcrkiye among you. Their participation carries a special meaning here, where this Church has prayed and laboured through long generations, ever at home in this beloved country. We treasure every occasion for sincere encounter with the elected voices of T\u00fcrkiye, whose people, history, and future are bound inseparably to the life of this City and this region. We salute T\u00fcrkiye\u2019s long-standing role within the Council of Europe, as one of its earliest members and, for more than seventy-five years, a steadfast participant in the common European cause. We acknowledge also the representatives of Greece, a land and people whose spiritual, historical, and cultural ties to this sacred See are deep and enduring, together with the legislators of the other countries present among you.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This very gathering affirms something we hold to be essential: that dialogue bears its richest fruit when it includes those who live the realities under discussion, who understand the sensitivities of their own societies, and who can build bridges of understanding from within. We are mindful, too, that Greece and T\u00fcrkiye alike entered the Council of Europe in its first years \u2014 two neighbouring peoples thereby associated with one covenant of ideals. That shared belonging is itself a quiet sign of promise.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For its part, our Church has always understood its vocation as one of encounter, reconciliation, and service. Rooted here in Istanbul, bearing a liturgical and theological inheritance, and serving Orthodox communities in many lands, the Ecumenical Patriarchate transcends every narrow category of ethnicity or politics. Its vocation is spiritual in nature, not political; from this historic See we seek to foster peaceful coexistence, mutual respect, and the dignity of every human being \u2014 whatever their origin, language, or faith. Europe itself was not built by denying difference, but by discovering how difference might dwell together within a single moral and legal horizon. This is the very endeavour the Council of Europe has advanced since its founding, and in it we recognize a deep kinship with our own.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dear friends,<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We greet you today with gratitude and with hope. We honour the work of the Assembly, the leadership of its immediate past President, the participation of the delegations of T\u00fcrkiye and of Greece, and the international spirit of your company. May each of you be numbered among the peacemakers. Upon your Assembly and upon all the nations that you represent, we invoke the rich blessing of the Almighty \u2014 that your labours may bear fruit in wider freedom, in deeper justice, and in a more enduring concord among the peoples of our common home.
